Do you need a license or something to buy wholesale items off the internet then turn around and sell them on ebay?

No you would not need a license, however you would not truly be getting "Wholesale" prices without a valid resell number/ tax number. Also if you plan on selling on Ebay you will have to report your sales to the IRS, otherwise you are cheating the government, and this is illegal.

Wholesale Items are meant for re-use or resale. the point of wholesale is to bypass the packaging and prettiness of retail to help another business buy and use or sell a retail product. The reduction of packaging and marketing allows a reduced cost. As for the license you may want to check with your local government chamber of commerce. And as for the feds you just have to remember to pay your taxes on time and they will be fine with it.

It sure is OK to do what you are considering. There wouldn’t be much profit or attraction in eBay if you had to buy retail to resell at higher then retail to make some money! There are millions of people that are doing exactly that… buying cheap and reselling with large mark-ups. Join the party and start making some cash on the side.
