I’m starting up an ebay business, and I would like to put X amount of one item up on ebay, receive payment for 1 (not the whole lot) and pay the wholesalers/dropshipper. Are there any out there that will do this?

Most if not all drop shippers will do this. If they dont then dont sign up with them. You should expect them to send you an invoice and you would normally have 30 days to pay.

Each drop shipper has their own policy. While most are wholesalers, there are those that can sell you items in limited quantities. Try joining a network that connects you to them.
